HKI is a Lead Agency for Community-Based Care; it is piloting the program to help shape it for use by other child welfare agencies and lead agencies. For the pilot HKI purchased TACF for about $25,000; DCF did not provide funding, but did permit the software to interface with FSFN. HKI sought to implement a visibility program similar to one that Mindshare developed for school districts in 2006 to track student behavior. TACF borrows some elements from the school district solution, but is designed to meet HKI's decision-making needs. HKI oversees 3,057 children in care at any one time and is responsible for administrative services including financial management, contract oversight, data services, communications, quality assurance, training and diversion services.

Mindshare has begun working with DCF Lead Agencies Our Kids and Heartland for Children to implement the TACF solution. Mindshare Technology delivers commercially available enterprise-level software for business and transactional analysis. The VGRID platform provides real-time business intelligence, data analytics, and automated knowledge transfer. The Virtual Call Center is based on Mindshare's Event Generation and Distribution solutions; it requires no additional infrastructure, and can access critical transactional data in any location or format, including wireless.
